Kutluyil Dogancay received the BS degree (honours) in electrical and electronic engineering from Bogazici University in 1989, the MSc degree in Communications and Signal Processing from Imperial College, University of London, in 1991, and the PhD degree in Telecommunications Engineering from Australian National University in 1996.

He worked as a Research Fellow at University of Melbourne from 1996-1998 and as a lecturer in communications engineering at Massey University between 1998-1999. Since 1999 he has been a senior lecturer at University of South Australia.

Kutluyil Dogancay served on the organizing and technical committees of the International Conference on Radar 2003 in Adelaide.
